🎨 Program / プログラム

🌏 Overview / 概要

This project utilizes vacant units in Kyoto’s municipal housing to welcome international creative talent. Raku-shi Municipal Housing is not a purpose-built artist residency, but an authentic residential community (Shiei Jutaku). As part of Kyoto City’s effective asset utilization initiative, these units are offered as living and working spaces for overseas creators.
Supported by the local "Sembon Furusato Kyosei Jichi Unei Iinkai" (Community Steering Committee), this project is operated through a collaboration between Kyoto City, Asterisk in Residence Kyoto, and Flat Agency. By living alongside residents in a genuine, non-touristic community, creators can immerse themselves in the authentic daily culture of Kyoto and inspire their creative process.
京都市の市営住宅の空き室を活用し、海外のクリエイティブ人材を受け入れる取り組みです。楽只（らくし）市営住宅は専用のレジデンス施設ではなく、地域住民の生活の場である「市営住宅」です。京都市が推進する有効活用事業の一環として、市営住宅の一室を海外クリエイターの滞在・創作の場として提供しています。
本事業は、地域の「千本ふるさと共生自治運営委員会」の協力のもと、京都市、一般社団法人アスタリスク・イン・レジデンス京都、および株式会社フラットエージェンシーが連携して運営しています。観光地化されていないローカルコミュニティに身を置き、住民と同じ目線で暮らすことで、京都のリアルな日常文化に深く触れながら、新たな創作活動を展開することができます。

🤝 What we expect from you / 参加者に期待すること

  • Community Engagement & Creation Get to know the people and daily life of the Rakushi area, and weave the inspirations and insights you gain here into your creative practice.
  • Active Participation in Local Events Show up and connect! We encourage you to actively participate in local events and gatherings, engaging with neighbors as a member of the community.
  • Community-Facing Outputs Share your practice with the locals. We expect you to present your work through an output, such as an exhibition or workshop, that invites community participation. Research-based practice is also welcome. In that case, we ask you to share your research with the community through a talk or a similar public session. Experimental actions that connect with "The Surplus Material Club" (our project furnishing the rooms with the city's surplus materials; see below), such as using local surplus resources, are very welcome.
 
  • 地域との関わりと制作への反映 楽只エリアの人々や暮らしを深く知り、そこで学んだことやインスピレーションをご自身の制作活動に活かしてほしいと考えています。
  • 地域イベントへの参加 地域で開催されるイベントや集まりに積極的に参加し、住民の方々との交流を楽しんでください。
  • 地域にひらかれたアウトプット 滞在の成果として、展示やワークショップなど、地域の人たちも参加できるような形でのアウトプット（発表）を設けてください。 リサーチ中心の滞在も歓迎します。その場合も、トークなどの形で、リサーチの内容を地域の人たちと共有する場をつくってください。 地域の余剰資材を使うなど、「余白資材部」（都市の余剰資源で居室をしつらえるプロジェクト。詳しくは後述）とつながる実験的な取り組みも大歓迎です。

🧭 Support / サポート内容

  • Area Walking Tour You are welcome to join our Area Walking Tour, held on the third Saturday of every month, to get to know the local neighborhood.
  • Connecting with the Network (Rakushi & ＊＊＊ in Residence) Depending on your project and interests, we can consult with you and introduce key players, shops, and spaces—not just within the Kita-ku and Murasakino areas, but across the entire city of Kyoto.
  • Creative Consultations Please feel free to reach out to us at any time. Whether you need support with your research, conducting interviews, utilizing local resources, or organizing your own events, we are here to help you connect in diverse ways.
  • エリアウォーキングツアー 毎月第3土曜日に開催している、地域を紹介する「エリアウォーキングツアー」にご参加いただけます。
  • 楽只エリア／＊＊＊ in Residenceネットワークへの接続 ご相談に応じて、北区や紫野エリアのみならず、京都市全域で必要なプレーヤー、お店、場所などをご紹介します。
  • 制作のご相談 リサーチ、ヒアリング、活用、イベント開催など多様な関わり方含めて、お気軽に相談ください。

  • Apartment rent

  • Coordinate & Support fee (Includes: Local Area Tour, Accommodation Support, etc.)
＋ Cleaning fee: 33,000 JPY (One-time fee at move-in)
Additional Fees (Optional) If you require any additional services or extensions, fees will be calculated and added here.
  • Additional Coordination & Attendant Fee (3 days): 15,000 JPY
  • Studio Use (1-month use in collaboration with STUDIO MONAKA - Funaokayama):
    • Full 1st Floor Use: 30,000 JPY (1,000 JPY / Day)
    • Partial 1st Floor Use: 15,000 JPY (500 JPY / Day)
    • Desk Work Only (PC work): 9,000 JPY (300 JPY / Day)

  • スタジオ利用（船岡山 - STUDIO MONAKAとの連携、1ヶ月間の利用）：
    • 一階全面　30,000円 (1,000/Day)
    • 一階一部　15,000円 (500/Day)
    • PC作業のみ　9,000円 (300/Day)

Due to the historical and structural limitations of the older building, installing a fixed internet line is not possible. There is no Wi-Fi connection provided in the room. We highly recommend arranging your own pocket Wi-Fi rental or an eSIM prior to your arrival.

🪑 Spatial Design: The Surplus Material Club / 空間デザイン：余白資材部

This room is part of an experimental staging project that utilizes the city's surplus resources. It serves as a prototype for a "micro urban infrastructure" that seamlessly connects resource circulation, living, and creative activities.
The core concept is “Furnishing as Urban Editing.”
We view secondhand items not as waste, but as valuable "urban materials." This space represents a living cross-section of the city's resource flow. As a resident, you are not just a "user" of a room, but an active "participant" in this creative and sustainable cycle. We invite you to experience a stay filled with fresh inspiration, surrounded by furniture that carries the deep memory and daily life of Kyoto.
この部屋は、都市の余剰資源を活用したレジデンス空間の実験的ステージング・プロジェクトです。資源循環・居住・創造活動を接続する“小さな都市インフラ”のプロトタイプとして位置付けられています。
コンセプトは “Furnishing as Urban Editing（家具を置くこと＝都市を編集すること）”。
私たちは、不要になったものを単なる「ゴミ」ではなく、都市の大切な「素材」として捉えています。この部屋は、京都の街の中で循環する資源の一コマを切り取った場所です。ここに滞在するクリエイターは、単なる部屋の「利用者」ではなく、都市の資源循環というクリエイティブなプロセスに参加する「一員」となります。京都の日常と記憶が染み込んだ家具に囲まれながら、新しいインスピレーションに満ちた滞在をお楽しみください。

Located in the historical Kita-ku (North District), the Murasakino area offers a peaceful, authentic residential environment steep in Zen heritage and traditional Kyoto living.
  • Zen and Cultural Heritage: Walking distance to Daitoku-ji Temple, a major Zen temple complex renowned for its stunning dry landscape gardens, tea culture, and rich artistic history.
  • A Powerful Spirit of Self-Governance Overcoming Discrimination: Murasakino - the Rakushi area holds a profound history of confronting and overcoming historical discrimination through the sheer resilience and solidarity of its residents. Rather than relying on outside forces, the community has forged a uniquely strong spirit of self-governance and mutual support to protect their dignity. This deep-rooted grassroots unity, combined with their traditional craftsmanship, offers a deeply inspiring and authentic environment for creators interested in social justice, community history, and human connection.
  • Authentic Local Community: The neighborhood retains a nostalgic, welcoming atmosphere with traditional shopping streets (Shotengai), public baths (Sento), and small family-run businesses, allowing you to experience the genuine lifestyle of Kyoto.
  • Nature and Access: Situated near the Kamogawa River and Funaoka-yama Park, providing beautiful green spaces for walking and creative contemplation. The area is highly accessible, with direct city bus routes connecting you smoothly to downtown Kyoto.
歴史豊かな京都市北区に位置する「紫野（むらさきの）」は、禅の文化や伝統的な営みが今も息づく、静かで落ち着いた住宅街です。
  • 禅の精神と歴史： 美しい枯山水庭園や茶の湯文化、芸術の歴史で知られる大本山「大徳寺」が徒歩圏内にあります。
  • 差別の歴史を乗り越えた、独自の強い自治の精神： 紫野・楽只エリアは、かつて理不尽な差別の歴史に直面しながらも、それを住民自らの力で乗り越え、独自の強い共同体（自治）の精神を築き上げてきた歴史を持っています。互いの尊厳を守り、支え合ってきた草の根の連帯、そして力強く息づく伝統的な手仕事の文化は、この地域ならではの誇りです。社会の歴史や人間のつながりの深さに触れ、そこからインスピレーションを得たいクリエイターにとって、唯一無二の特別な環境です。

This residence program is managed through a collaboration of Kyoto-based professionals who provide comprehensive support for your stay and creative endeavors.

We strive to create an environment where artists and creators can deeply connect with Kyoto's daily life and local communities to find fresh inspiration, while ensuring a safe and comfortable stay.
■ FLAT AGENCY Co., Ltd. A well-established, community-based real estate company in Kyoto with long-standing expertise in neighborhood development and community revitalization. For this program, they professionally manage property logistics, legal contract procedures, and housing support, providing a secure and reliable living environment for our residents.
■ STUDIO MONAKA Architects A first-class registered architectural firm based in Kyoto and Okinawa, specializing in architectural and spatial design that respects local climate and cultural contexts. For this program, they designed the creative and comfortable living/working spaces leveraging the unique characteristics of the municipal housing. They also offer professional support regarding space usage and creative production.
