<MEETUP#1 REPORT> 京都市で始まる！ユニークで新しいレジデンスプログラム「＊＊＊ in Residence Kyoto」。Kyoto launches a unique new residence program: *** in Residence Kyoto

世界文化自由都市・京都！世界の多彩な才能と交流できるまちにするために、新しいレジデンスプログラム「*** in Residence Kyoto（アスタリスク・イン・レジデンス京都）」がスタートする。これはアートだけに留まらず建築や文学、工芸や料理、そしてスタートアップなどビジネス領域も含めて多様なフィールドのクリエイターを受け入れる試みだ。そしてこの仕組みをつくるのは社会人だけではなく、学生を中心とした京都の若者たち。新鮮なアイデアと活力で、京都での新しい滞在を世界に提案していく。

初回となるMEETUPイベントが、2024年10月2日に開催され、取組の概要説明やグループディスカッションが行われた。プログラムに関心をもった多様な背景を持つ参加者が、意見交換を行う熱気のある会となった。

Kyoto is a city open to the free exchange of world cultures! As such, the city is launching a new residency program, *** (Asterisk) in Residence Kyoto, in order to foster local interaction with diverse talent from around the world. This program is an attempt to welcome creators from a variety of fields, including art, architecture, literature, craft, cuisine, start-ups, and other business fields. This initiative will be developed not only by working people, but also by young Kyoto residents and students who will bring fresh ideas and vitality to this globally-oriented residence program.

The first MEETUP event was held on October 2, 2024, with an overview of the program and group discussions. It was an energetic meeting where participants from diverse backgrounds interested in the program had the opportunity to exchange opinions.

京都のアーティスト・イン・レジデンスの現状

アーティスト・イン・レジデンスとは、アーティストが一定期間滞在し、創作活動やリサーチを行うことを指す。アーティストが新しい環境に身を置くことで、普段とは異なる視点やインスピレーションを得る機会を提供したり、地元のコミュニティと交流できたりと、地域文化の活性化や国際交流に役立っている。

ちなみに京都は、アーティスト・イン・レジデンスの需要が高まっているまちのひとつでもある。例えば京都芸術センターが実施するアーティスト・イン・レジデンス事業には、毎年約200〜300件応募があり、アート分野だけでもこれだけの高いニーズがあることがわかる。しかし実際に採択されるのは年間に1件のみ。京都市内にも約20のレジデンス施設・事業もあるが、それでも受け入れきれないことも課題となっている。これらを乗り越えて、京都にもっと多様な交流を生み出せないものか？

Current Status of Artist-in-Residence Programs in Kyoto

An artist-in-residence is an artist who stays in a specific location for a certain period of time to conduct creative activities and research. Placing artists in a new environment provides them with opportunities to gain new perspectives and inspiration, and enables them to interact with the local community, thereby contributing to the revitalization of local culture and international exchange.

Kyoto is one city where the demand for artist-in-residence programs is increasing. For example, the Kyoto Art Center receives approximately 200 to 300 applications each year for its artist-in-residence program, despite the fact that only one application per year is actually selected. Despite an additional 20 residency facilities and projects in Kyoto, only a small fraction of total applicants are accepted each year. Is it possible to overcome these problems and create a more diverse exchange in Kyoto?

世界文化自由都市宣言の街、京都から始まるプログラム

これを解決するべく突破口として誕生したのが、「＊＊＊ in Residence Kyoto」だ。アートだけではなく、受け入れる参加者の幅を広げながら、そのレジデンスの受入れ先となる施設数も増やしていこうとするものだ。

この事業は、京都市の「京都の若者が世界の多彩な才能と交流する仕組みづくり」の一環でスタートする。京都市が理念に掲げている「世界文化自由都市宣言」の中には、“広く世界と文化的に交わることによって、優れた文化を創造し続ける永久に新しい文化都市でなければならない。われわれは、京都を世界文化交流の中心にすえるべきである。”という文言が書かれている。「クリエイティブ・クラスをはじめとする、関係人口・交流人口の確保が重要となってきている」と京都市文化芸術企画課の倉谷誠さんは説明する。国全体として人口減少が進むなか、創造と継承を担う文化分野にも早急な対策が必要だ。

A Program Starting from Kyoto, a City that Declared Itself Open to the Free Exchange of World Cultures

In order to solve this problem, *** in Residence Kyoto was created as a way to increase the number of facilities that will host residency programs in order to broaden the range of participants beyond the visual arts.

This project will be launched as part of Kyoto's efforts to “create a system for Kyoto's youth to interact with diverse talents from around the world. Kyoto City's Declaration of “Kyoto as a City Open to the Free Exchange of World Cultures” states: ‘We must communicate widely with the world, and through international exchanges Kyoto must be always renewed culturally and continue to create her own unique culture.It is our hope, therefore, to make Kyoto a center of international cultural exchange.” Makoto Kuratani, a member of the Culture and Arts Planning Division of Kyoto City, explains that “the importance of securing the creative class and other related and interacting populations is growing.” As the Japan's population continues to decline, the cultural sector, which is responsible for creation and tradition, needs to take immediate action to ensure these resources exist for future generations.

「京都に住まう地域の人も、交流によって新しく視野が広がることもあるだろう。このプログラムは訪れる側と受け入れる側の双方にメリットのある事業。海外のクリエイティブ人材と地域や若者が交流する機会を増やし、知的交流によって集う人々の創造性が高まるまちにしたい」と倉谷さんは話す。

プログラムの流れとしては、令和6年度にミートアップ企画と4件のモデル事業をスタートさせ、そのフィードバックを得ながら、海外のクリエイティブ人材を自立的・持続的に受け入れる仕組みづくりを進めていく。そして令和7年度以降、その仕組みを実践し、レジデンスの受け皿の拡大を目指すものだ。

“Even local residents in Kyoto may broaden their perspectives through the exchange. This program is beneficial to both visitors and hosts. We hope to increase opportunities for exchange between creative people from overseas and local communities and young people, and to make Kyoto a place where creativity is enhanced through intellectual exchange,” said Kuratani.

** in Residence Kyoto will begin with a meet-up project and four model projects launching in 2024. Based on the feedback from these projects, a framework will be developed to accept overseas creative personnel in an independent, sustainable manner. From 2025 onward, this framework will be implemented in an increasing number of residency programs.

世界で増えている、クリエイティブなレジデンスの事例

世界のアーティスト・イン・レジデンスを紹介するために、都市デザインを専門とする一般社団法人for Citiesの杉田真理子さんが登壇。日本の事例としては、古いラブホテルを改修して2013年に始まった「PARADISE AIR」（千葉県松戸市）が地域振興の装置になっている事例や、舞台芸術に特化した「城崎国際アートセンター」（兵庫県豊岡市）の地域住民がアートに身近に触れやすい機会を生み出している事例などを紹介した。

Examples of Creative Residencies Around the World

Mariko Sugita of for Cities, a general incorporated association specializing in urban design, took the stage to introduce artist-in-residence programs around the world. The Japanese residencies she introduced included “PARADISE AIR” (Matsudo City, Chiba Prefecture), which started in 2013 in a renovated love hotel and has become a resource for regional development, and “Kinosaki International Art Center” (Toyooka City, Hyogo Prefecture), which specializes in performing arts and creates interactive opportunities for local residents.

また杉田さんは、世界では「“アーティスト”に限定されない多様な滞在制作の形も増えている」として、小説家やライターを招聘して、滞在しながら作品をつくる「ライターズ・イン・レジデンス」や、海外のシェフが地域の食材をリサーチして新メニューを開発する「シェフズ・イン・レジデンス」、はたまた廃棄物処理の会社が運営する「ゴミの収集・イン・レジデンス」などの事例も紹介した。＊＊＊（アスタリスク）は、無限大という意味を持つ記号。より多様な主体によって、より開かれたレジデンス事業を何年かかけて築いていきたいと締めくくった。

Sugita also noted that globally “various forms of residency production that are not limited to ‘artists’ are increasing.” She introduced examples such as a “Writers in Residence” program in which novelists and writers are invited to create work while in residence, a “Chefs in Residence” program in which overseas chefs research local ingredients to develop new menus, and a “Garbage Collection in Residence” program operated by a waste disposal company. Sugita concluded by saying that *** (asterisk) is a symbol meaning infinity and that in the coming years she would like to build a more open residence program with a wider variety of participants.

オリジナリティあふれる、4組のモデル事業が先行スタート

プログラムの誕生に先立って、4つのモデル事業（Bridge Studio／山口書店／EVER／パースペクティブ）もスタート予定だ。現在計画中のモデル事業について、想定する滞在内容について発表された。

「Bridge Studio」（京都市左京区）は、アーバニスト・イン・レジデンスと名付けて、自宅の一部を開放して、アーティストや建築家を招聘したことからはじまったプロジェクトだ。現在では応募が増えたため、近隣でもう1軒借り、リノベーションを施して2024年5月に新拠点をオープンした。アーティストやデザイナーなどが1ヶ月毎に滞在制作や発表を行い、さまざまなクリエイションを生み出している。モデル事業案は「マイクロレジデンスの国際連携を日本/台湾間で促進するキュレーターインレジデンス」。台湾のキュレーター・Tsai Shih-Hsiangと連携して、アジアでも需要が増えつつあるアーティストインレジデンス運営、全国のレジデンス施設をつなぐ取り組みをつくる予定だ。アーティストやキュレーターを積極的に派遣し合うなど、台湾と日本の強い連携を思い描いている。

Starting Off with Four Unique Model Projects

Four model projects (Bridge Studio, Yamaguchi Bookstore, EVER, and Perspective) will be launched prior to the start of the *** in Residence program. Although these projects are currently in the planning stages, program managers presented the residency content they envisioned for each project.

Bridge Studio (Sakyo-ku, Kyoto) is an urbanist-in-residence project that began by opening part of a home to artists and architects. Due to a dramatic increase in applications, the program managers rented another building in the neighborhood, renovated it, and formally opened in May 2024. Artists and designers participate in one-month creative residencies that culminate in public presentations and interaction with the local community. The Bridge Studio model project proposal is a Curator-in-Residence to promote international collaboration of microresidencies between Japan and Taiwan. Along with Taiwanese curator Tsai Shih-Hsiang, the Bridge Studio managers plan to create an initiative to link artist-in-residence operations, for which demand is increasing in Asia, and residency facilities nationwide. Bridge Studio envisions a strong collaboration between Taiwan and Japan, one that includes an active flow of artists and curators between the two countries.

1941年創業の出版社「山口書店」（京都市左京区）は、かつて創業者が棟方志功と親交が深かったことから、棟方自身が京都滞在の際に利用できるようにと設えた場所。民藝運動の名残を感じさせる趣のある雰囲気のある空間をレジデンス拠点として提供する。モデル事業案は「京都滞在の記憶をグラフィックノベルに」。エジプトのカイロを拠点とする都市計画家および多分野のアーティストのマヤール・サラマが来日し、地域と交流を重ねながら、エッセイなどの文章作品を作っていく予定だ。

Yamaguchi Bookstore (Sakyo-ku, Kyoto), a publishing house established in 1941, once served as a temporary residence for the printmaker Shiko Munakata whenever he came to Kyoto. This arrangement was made possible due to the fact that the publishing house founder’s father was a close friend of Munakata’s. The atmospheric space evokes vestiges of the folk art movement and will be offered as a residence base to visiting creative professionals. The model project proposal is to “turn the memories of a stay in Kyoto into a graphic novel.” Mayar Salama, an urban planner and multidisciplinary artist based in Cairo, Egypt, is scheduled to visit Japan and create essays and other written works while interacting with the local community.

コミュニティシェアハウス「EVER」（京都市左京区）は、スタートアップを支援するシェアハウスで、まさに起業家のためのときわ荘。職住を共にするだけでなく、同じ起業家として夢を持つ者同士で切磋琢磨し、交流する風土が育まれている。最近卒業したメンバーは、協業して起業していったというワクワクするような事例も紹介された。Everのモデル事業案は、「グローバル人材の育成プログラム開発と日本発多国籍スタートアップの可能性を探る」だ。インドの建築家・Paritosh Goelを招いて、シェアハウスの住人とともに共同事業を生み出そうとする内容だ。

Community share house EVER (Sakyo-ku, Kyoto) is a share house that supports startups and is truly a Tokiwaso (an apartment in Tokyo where numerous famous manga artists got their start) for entrepreneurs. It fosters a culture of friendly competition and interaction among residents who share the same entrepreneurial dreams. EVER's model project proposal is to “develop a global human resource development program and explore the possibility of a multinational startup from Japan.” Paritosh Goel, an Indian architect, has been invited to EVER’s model project to work with sharehouse residents to create a joint venture.

4つ目の「パースペクティブ」（京都市・右京区）は、工藝を通して人と自然を近づけ、持続可能な暮らしに寄り添うモノづくりの磁場をつくろうとする活動だ。京北はもともと、森という資源を活用した木工産業が盛んなエリア。美しい自然の中にある、元・給食調理室を活用しながら、木工職人やものづくりを志す人をオープンに受け入れてきた。モデル事業案は、「流域をつなぐレジデンシー」。家具職人であり彫刻家であるマキシム・ベロネーが、風景からのインスピレーションを糧に、素材、色、質感を抽出し、家具や彫刻作品などの作品に翻訳していく。市内と京北をつないだ展示機会の創出や、京都市内のレジデンス拠点との連携も視野に入れている。

The fourth residency, Perspective (Ukyo-ku, Kyoto), aims to bring people and nature closer together through crafts, while also creating a magnetic field for manufacturing that is compatible with sustainable living. Keihoku has always been an area with a thriving woodworking industry that utilizes the resources of the forest. The former school lunch kitchen, located in a beautiful natural setting, has been used to openly welcome woodworkers and those who aspire to be craftspeople. Perspective’s proposed model project is entitled “Residency Connecting Watersheds.” Maxime Veronay, a furniture craftsperson and sculptor, will feed on inspiration from the landscape, extracting materials, colors, and textures, and translating them into furniture and sculptural works of art. The project will create exhibition opportunities connecting the city and Keihoku while also developing connections with residency centers in Kyoto.

最後に、60分間の全員参加型ディスカッションが実施された。「レジデンスを受け入れる意味とは？」をテーマに、6つのテーブルに分かれて意見交換がなされた。「偏愛を発揮できる場にしたい」「誰にでも宿るクリエイティブを開放するための、普通の人・イン・レジデンスはどうか？」「京都で受け入れる側の方が、新しい視点を取り入れることができるので、メリットが多そうだ」「レジデンスとホストファミリーの違いは？」「新しい価値観を共有したり、未来のビジネスを生み出しやすいレジデンス環境とはなんだろう？」「京都でしかなし得ないレジデンスの強みを改めて考えるべき」など、さまざまな意見が飛び交う場に。

Spirited Group Discussion

Before the event concluded, all attendees participated in a 60-minute discussion. Participants were grouped into six tables where they exchanged opinions regarding the value of residencies. Each table brought a wide variety of perspectives, including the desire to create spaces to where people can express their eccentricity, an interest in residence opportunities for ordinary people to explore their creativity, the numerous benefits for Kyoto residence hosts as a result of incorporating new perspectives, and a discussion of the differences between a residency and a host family.

具体的なアイデア、疑問点、実行のために必要な要素、経験のシェアなど各テーブルごとに盛りあがる題材や広がる話題に異なりもあった。それ自体が多様性を感じさせ、今後進められる「＊＊＊ in Residence Kyoto」の展開に期待感を強めてくれた。参加者同士の交流は興奮冷めやらぬまま、第1回ミートアップは閉会した。

京都に滞在し、歴史ある文化や美しい自然などに触れ、新しい感覚で何かを生み出し表現する。そのための機会となるのが、「＊＊＊ in Residence Kyoto」だ。しかしそれは、決して来訪者のためだけのプログラムではなく、他者の目を通して、自分たちの暮らすまちを再認識するきっかけをもたらしてくれる機会でもあるのだ。今回のミートアップを経て、モデル事業がスタートし、来年につなげていく。京都という文化都市をより魅力的な交流の場にするための活動は、今始まったばかりだ。

Each group brought their own ideas, questions, and experiences to their respective discussions as they considered the challenges and opportunities surrounding residency programs. This diversity of thought heightened expectations for the future development of *** in Residence Kyoto. The first meetup concluded with participants still basking in the excitement of the exchange.

*** in Residence Kyoto will be an opportunity for participants to live in Kyoto, interact with the city’s history, culture, and natural beauty, and use those experiences to produce something new. However, Asterisk is not just a program for visitors. It is also an opportunity to reaffirm the qualities of the city in which we live through the eyes of others. After this meetup, the model projects will begin and lead the program into the new year. In this sense, our work to make Kyoto a more attractive place for cultural exchange has only just begun.
